Racial profiling by doctors

Can a white doctor racially profile his black patients?By means of if he does not like the color of your skin and you just happen to be into an emergency situation, like using drugs,getting shot, etc and look at you with feelings of hatred and just let you die by oversedating you with pain medicines.You would not even know what hit you.You'll just die thinking he is pacifying your pain!
