The state legislatures need to write a bill for the states fostercare system to provide SSI(supplemental social insurance)for any kid that has been displaced from their biological parents or grand parents that child reaches the age of 19 and is not in school,so that they can transition into apprenticeship programs or college education.The states has a legal obligation for children that are separated from their families.Being that the state cut out General Assistance years ago!I recommend they can use the lottery monies as revenue to fund this agenda!
